Carts, Hand, Folding: Need Info...

Hi all,

Currently restoring a late WW2 British Folding Hand Cart as used by Commandoes and AB Troops....

I'm looking for information on the two 90° tubes on top of both front corners of the cargo box. They are equipped with large treaded rings with narrow steel handles. What is their purpose?

You can see them on the WW2 drawing of the munufacturer James, and circled in white on the picture of a surviving example in the Belgian Army Commando museum...
