Default What is this?

A friend brought this bin back from an auction here in S Ontario. According to legend, the garage was in the business prior to WW2, and during the war they 'fixed jeeps'

The rifle rack indicates a top loading bin. Two heavy cleats are welded to it near the lid. The web strap is tan, but a bit lighter in it's thickness than infantry webbing. The formed edge seems more 1960's than WW2 construction.

No stampings or dates to make this easy, either.
