Dale, those 2 bolts come up from underneath and are threaded into the suspension station arm. They cannot have nuts on them as that would interfere with the brake rod.
If the suspension station arm threads are damage, you can: try and tidy up the threads with a thread tap, leave the bolts out, or heli-coil the threads.
