It looks like the commercial pattern 3 spoke steering wheel for Chevs but I don't see the part number 754096 in any of the following parts lists:
2 parts lists for MCP Chevs parts list 175 for CMPs a military GMC (not Chevy) master parts listing Chevrolet master parts catalog 1929-1948 Chevrolet and Maple Leaf Parts Catalogue covering 1926-54 published by General Motors Holden's Unfortunately, the above is more a list of what the wheel isn't rahter than what it is. I don't have much covering the US Chevs (truck or car) for their military, perhaps this is a possible use?
