Carrier radiator/ cooling system

Hi everyone.

Im about to get back my completely rebuilt radiator for my carrier sometime this week and I have a question about how much fluid and what kind to put in. The gentleman who is doing the rebuild suggested that I put in about 60% anti-freeze and 40% water and keep that in the system over the winter instead of draing to reduce rusting. Does this sound right and what would be the best brand to use.
