Default Licensing of tracked vehicles in Ontario

Have a general awareness that tracked vehicles cannot be licensed for road use in Ontario but can someone provide ministry of transport details or explanation on this. Does having rubber pads on the tracks such as the British CVRT family of vehicles make a difference? Are halftracks with rubber tracks allowed for licensed road use?
