Default Urgent help needed on handbrake installation

Hi Guys

I've been installing the rear brake the past week, and took me some puzzling
and fitting but finally figured it out ...at least that's what I thought..

I can't get the handbrake to work...
One of the reasons I think is the fact that the cable is to long to pull the lever..

However my question : what position should the lever have when in resting position ?? my opinion is that the lever is now to far to the left ???
What is the function of the little spring on the pushrod ??

Please your comments !!! much appreciated
