They will leak down...not unusual. Use the choke, the starter can handle being cranked within reason.

The handle on the pump is particularly useful if you have run out of fuel....saves the "crank of shame". If your dole primer pump on the dash still works, it can also be used with moderation. But normal people just use the choke.
