Default Mechanical Temperature gauge repair

I am repairing a mechanical temp gauge. The thin capillary tube sheered off at the brass capsule and I have pretty much figured out the processes to restore and have one question, is the entire "system", capsule, capillary tube and the bourdon tube inside the gauge filled/saturated with fluid ? As ether is impossible to source I will be using cold start as a fill liquid. Any insight on this repair/restoration is welcome.
