Ferret woes. front tires only rotate forward

Hi all; after 3yrs dry secure storage, the front tires will only rotate forward? Brakes are released and rear tires unaffected/just fine. Possible brake shoes stuck-both front wheels? Drove into storage just fine. Any ideas appreciated. Newc
