You can si two clamps, but I do not find sense to use 2 and so close to each other.
The 43 parts manual you only see one clamp in the diagram, but the 45 parts manual you see two clamps...

Here is the earlier single clamp model.

Of interest is the remains of the decal:
I can make out "OIL CONDITIONER", "Made Expressly for Ford Motor Company of Canada" then the partial words TRANSPO.. and PRES...IO
Most likely Transportation (Division?) and Pres(tolite) (Ontar)io?
I believe there was a Canadian manufacturer Prestolite, perhaps based in Ontario?

Maybe our Canadian friends can shed some light on the Company.
