Lance’s C15A is ex-John Hotson (note: it is not a C15). AFAIK it has a clear title which should list the VIN (serial number). The easiest way is to have the number stamped on the frame, then to have it shipped, imported and registered.

Normally, ex-factory there was no number stamped on the frame, but many did have the number stamped postwar for registration purposes.
