Frank von Rosenstiel is likely the person you are thinking of. His MLU handle is Frank v R.
An older posting on Steel Soldiers gave his contact information as 705 437 3757 or Frank's email. I'm not sure whether he is still in business as I know that a while back (decade +) he had some health issues and there were some posts I found that were asking whether he was still in business.
