			Rolf, I am kind of suprised that your local transportation license office would give your friend a hard time over his second truck. If the first one is already licensed, surely they have set the precident. 3.5 tonne here is 1000kg x 3.5 = 3500kgs converted to pounds that is 7700 lbs. If your friends vehicle is used solely as a parade vehicle or driver, I'm sure it will never be loaded to its full payload. Are your rules for a vehicle's capacity or empty?
