| WD / Census Number tags

I was reading that vehciles were issued WD or census numbers upon issuance from VRD. I assume VRD stands for vehicle registration department. It is also stated that vehicle would have had a tag with the issued number affixed to the steering column via wire and a self locking seal. My question is this; was this a common practice and has anyone ever found the WD number as issued in this manner? I have never seen it anywhere on any cmp I have encountered here in Canada. Of course WD numbers seem to be a continental thing once vehs were shipped overseas.
