My definition is probably along the same lines as yours Tony.
I doubt that any charitable organisation expects to "give back" its "donations". Sounds like yet another case of "gunboat diplomacy", from big brother.

To me donate means transfer of ownership. At least with our Regt'l Museum. Someone donates something to us we can do with it as we see fit. However when "playing" with the government you can almost certanly expect the "rules" to be re-written legaly so that the house wins.

I don't know if it has been used elsewhere, but it certainly was used about North American Free Trade and applies here "if you get in bed with an elephant, you risk getting squashed" or worse????
