I don't think it's an antenna mount, Dave - pretty sure it's the security cover that's used overtop of the mounting base used to mount the TSEC/KY-57 VINSON box used in conjunction with the RT-524 and friends. Basically that thing goes on the table with the open side down, then the mount for the KY-57 goes inside it, then you run bolts through both pieces and into your mounting surface (the holes would line up between bracket and KY-57 base.) The holes in the sides would be to run a rod or two through with a padlock on one end to stop people from removing the KY-57 from the enclosure. I think it's also designed so you can bolt another one of them on top in piggyback fashion. Without having it in front of me to check the holes in relation to a KY-57 mount I can't say for certain...but I'm 80% sure. Next time you're out this way for the next Great Galiano Ordnance Disposal you can bring it out and I'll check it.
