I have had some recent experience with a product called Belzona 2311. It is used to repair conveyor belts and tires on earth moving equipment. It is mixed on site in little packets, and can be moulded into any shape you need.

I am not sure where a civilian would get this stuff, but the chances of you seeing it are better in the US of A than up here in Canada.
