Looking at the headlights and blackout markers (which appear to be turn signals) I would suggest that this is a post war photo of a truck in service with a European army... as such it may have been heavily modified. The extra tanks could well have been for 'ink' if it was a photo reproduction or map printing van.
The heavy bolts on the rear corner are the snaps for the penthouse. It would be interesting to see some more shots of it. My 2 cents! Cheers, Mike
