The 5140-99.... stock number is for the pouch itself. The 5821-99-943-1512 is for a "tool kit, electrical equipment". The stock class itself (5821) is for " 5821 - Radio and Television Communication Equipment, Airborne"

Afraid I can't narrow it down any further. The kit is not applicable to North American usage as near as I can see.

Can't speak for Andrew but yes, the 99 does indicate UK. Beyond that, I know nothing of any use.
