It's a hole saw for crashed aircraft fuselage penetration. Australian engineering at its finest. I think it was on a White or Indiana bus chassis

The 115" wheelbase tractor CMP was only made by Ford, the model is F60T.
Not sure about Canadian semi trailers but there were several types made here in Australia. The tractor trucks were standard models with a 5th wheel coupling.
