It could be a M606 (military assistance program) vehicle, but one would have to look closely at the actual vehicle to determine that. There were variations to the M606 so one could not discount it by things like Willys markings, blackout lighting, position of the axe bracket, etc. But it could just as likely be a CJ3B that someone tarted up to look military. M606s are pretty rare in North America. I do remember seeing the Turks with the odd one in Cypress.
