They are fuel tank filler caps for Valentine tanks. Andrew Rowe posted these photos on HMVF of his replica ones that he made as he didn't know about yours.

Thank you David, I am pretty good with obscure parts numbers but those numbers were a puzzle. Plus I have never seen a Valentine tank. Without your identification I would have been out at antique shops looking for one of Bob's gigantic bronze bath tubs.
