Perhaps the two covers was to do with what vehicle the WASP part was installed in. Wasn't the WASP turned upside down to fit in the RAM? Maybe this way the buckles/straps were kept on the bottom or top only?

I had one of those covers and sold it to Martin Tasker on here, maybe contact him as he was replicating a wasp carrier.
