I live a half block from there drive by two three times a day and it just appeared. Finish is a thick high gloss epoxy, engine compartment covered over.

The facility looks like a modern Toronto police school. What's the connection with the Toronto Scottish? Was there some military building there before? The Toronto Scottish are militia regiment that is based in Fort York a few kilometres to the east so why isn't the (stripped down exposed to the weather semi-complete) carrier there?
