I have noticed this lately on Ebay but I am not sure it has anything to do with military equipment. I try to order old civilian car parts, tools, books or whatever to be sent to Australia and I get the "blocked" message.
The common factor is the seller saying he will not post outside USA - look at the postage section on his listing. Sometimes it will just stop me bidding on the item at all while other times it says "Will not post to that destination. Change address" which I do to a USA friend and all is well. Lang
