Paul, exactly what I had in mind. A chassis number with "0" followed by 3 digits would make more sense for a C15 without cab vents as Owen pointed out......and a "0" could have been mistaken for a "9".

Here is a link with some chassis number and engine number info, mostly compiled by our own David Hayward. It shows a small list of C15's built in 1940. All mentioned there have 3 digits at the end.
