I have been following this story with interest.
Given the perspective of looking at the issue from outside of Quebec, it is easy to draw the conclusion it all has to be a mistake. However, from the perspective of anyone inside Quebec with strong nationalist sentiments, ‘misinformation’ can be an extremely powerful political tool. The timing of this is interesting as well, as the country as a whole is ramping up for a Federal Election that has the ability to distract a lot of people. David
