As the dutiful husband of an owner of two horses I can confirm that is a curry comb (I know, I know why is it a comb and not a brush??) and hoof pick. If you only carried two tools in your pack for the horse those would be it. And if only one tool the hoof pick would be it. So I'm guessing that was part of operational mounted equipment.
