You are correct the filter horizontal on the frame has got to be one of the nastiest locations you could figure out just about as bad as many modern cars. You get to burn yourself on the exhaust pipe and dumb hot oil down your sleeve. But the change over to the bigger filter mounted high in the engine compartment I think had as much to do with better filtering and a filter that condensation could actually be drained out of. There is quite a lot of information about the filter relocation in the Service Bulletins from the fact that they had a kit for retrofitting the earlier design kind of tells you that original horizontal locations was not doing the job.
