Anything "boomy" related, even replica or dewat, is considered unmailable material for Canada Post and I would guess that is mirrored by USPS regs.

The US apparently tried to prohibit inert and replica ordnance around the same time Canada did. There was enough protest against the proposed regulation that a compromise was reached. You have to write "inert ordnance" or something along those lines in a prescribed size on the outside of the box for the USPS. Here in Canada, by the time anyone realised what was happening, it was too late.

It was done years ago..in fact Clive Law (RIP) was part of it when he was still at the DFAIT desk. Not sure how Canada Post changes it's regulations, but most government agencies place a notice in the Canadian Gazette, and if there is no protest in 30 days, then it is a new regulation.
