You are probley right.The captain of the the sub may take the heat,a scapegoat.
But there is an admirarl to blame,somewhere.The skipper follows orders.It seems that this was preplaned.All the necessary gear was onboard for such an excursion,Including vip's.
If anything,it should give a wakeup call to Canada.
