I just referred to the Canuck site and there is mention there of use of red and blue lanyards by a number of units within the 3rd Canadian Divisional artillery, which doesn't seem to fit in this case. Perhaps you can try posing this question on the Canuck forum as there are some very knowledgable uniform / insignia types there (no offence to anyone here).
