If it has a Simms/ CAV injector pump you may need to bleed the pump. There should be two bleeds on the pump, one on the upper housing and one on the lower housing if I remember the wrench size is 5/16. On the fuel lift pump there is a lever to manually pump fuel. Open both the bleeds on the injector pump and use the primer lever on the lift pump to pump fuel until there is no air at the bleed screws. Close the bleed screws and loosen the injector lines at the injectors and crank the engine until you have fuel at the injectors. DO not overheat the starter. Crank about five seconds at a time until you have fuel and tighten the lines and it should start. Hope this helps. We have 4-236 Perkins at work and they are a pain to get running after a fuel filter change.
