I suspect what you really have is an Eprom drum.

They had a special liner on them, amd where used by the air force to hold water methonal for the injection system on some of our recip aircraft engines.

If that is the case then the bung is in the right place and would have been there since new.

The give away is the two centre rolled drum to allow drum to be roller without damaging the liner.

When I was in the air force these had a $500 deposit from the supplier.
