I spoke one time with a fellow who owns a carrier. I may have the story a little misqued here but here goes...
Apparently, there is a loophole for carrier owners but it comes down to a bunch of research as well as the willingness to fork out the bucks. Many companies do what they call "self insurance". In essence, they post a type of bond or security to an insurance company I believe to buy a liability policy. Think about construction and trucking companies; surely they don't buy individual policies for each and every piece of equipment they own. It would be prohibitive to running a business so they buy a blanket policy to cover all. These same businesses run tracked or self propelled vehicles on the road daily, eg front end loaders, graders, bulldozers etc. They are not licensed but they are insured. I think this would require a whole lot of investigation to ensure proper legalities and insurance issues. Up until now, mv owners have been very very lucky.
