Post-WW2 civilian services (Fire, Police or Ambulance), I think.

Although it might just be a bodge with the mounting cup replaced by a flat disc.

(I have a new one which has the flat disk with captive nuts for the retaining ring, a rubber gasket, and the retaining ring + screws, somewhere. I've also got a still bagged Canadian No.9 (with NATO stock number, so quite late) which has the 'bar type' retaining clip instead of the proper 'horseshoe' one, and I think this was because the manufacturer was using standard VHF Pye connectors - leaving it to the end users to change the clip if necessary.)

Chris.
