Default Ford front bumper

I was expecting to use an NOS from bumper but discovered that the pre-drilled holes do not match the standard clevis brackets that I am familiar with. The bumper was originally stencilled C111Q-17757 then over-marked C01Q-17757. Photo shows the part numbers, other photo shows hole pattern compared to what to me is a standard Clovis bracket. The Ford 1940-42 Master Parts has detaileded descriptions of the various bumpers but doesn't help me figure why it won't mount on a standard F15A.
