Default F8 Gas Tanks Support Plank

Have looked everywhere and have not been able to ascertain how the plank that the gas tanks are strapped to is attached to the truck frame. There are two bolt holes, 10 1/2" on center, through the frame tops just about where the 8" wide plank would rest across the frame rails between these holes. Does anyone know how the plank was affixed to the frame on the F8?
