It shouldn't...
...it's a Russian mount for a Russian Maxim. The Gun is scarcer than the mount. Both are ugly.

Its a Sokolov Mount for a Russian Maxim Machine Gun.
The top turntable section may be WW1 production but not the wheeled base. I collect these in the unlikely event anyone on this forum has anything interesting. I am particularly looking for a 1905 pattern brass jacketed example.
