Question front bogie washer question

Does anybody know the difference between the inner & outter washers that go either side of the front bogie assy on the cross shaft??? I have 2 different thickness washers, the parts manual list 2 different numbers "651-2" & "651-3". What washer goes where?????

Default Front Bogie Washers

According to my 1943 Spare Parts catalogue diagram, 651-3 is the inner washer with 651-2 being the outer. The written description also states this.

From a practical point of veiw would it not be sensible to set the bogie assemblies up with a string line when every thing is "at neutral?
