Default Ministry of aircraft producton book set

Picked this tatty complete set up at a show on the weekend for under a tenner and was wondering if anyone had anymore information about the set or who it would be issued to etc. I contemplated weather to buy it and dad came back and we looked for a date the forward says 1944 in the introduction book so we asked the stall owner and purchased it cos of its quirky nature and subject matter
