Default Unknown pack?

Hi guys,
Got this pack with some other WWII webbing and personal items. I have never seen anything like this. It came from a Canadian vet's widow. I don't know what nationality it is, what it was used for or even if it is military.
I have posted this thing on several militaria forums and no one seems to know, so I thought I would try here, since you guys seem to have a lot of knowledge of the obscure stuff .

I have pictured it with a WWII P-37 large pack to give an idea as to size. Anyone have any ideas, suggestions, guesses....I am stumped??

Also included with the stuff was some straps made from the same leather with the same rivets and buckles as the pack. Is it possible it is something made by the vet himself?

Default unknown pack

Hi,

It appears to me to be a pack that is used when you go on a conoe trip for portaging.
The strap that is wide is used to attach to the pack and you put it across your forhead when carrying the pack.
