Default Unknown part

Hi everyone

Ive got a part that im not sure if it belongs on a carrier. It had been located infront of the radacting as a support for the lower engine frame rails. It does look like it belongs somewhere. The angle iron is the same size as the rest of the angle iron on a carrier. The overall length is 29.5 inches. The small part off of the angle iron is riveted onto the angle and it rotates freely.

Ive included some pictures to see if anyone can help identify this part.
