Default C15 No1 Body

My C15 has shockies on the rear axle but they appear not ever to have been attached to the axle, would this have been usual?This is the truck with the no 1 Australian body under restoration.
The picture shows how it looked at the tear down stage.
My question is : should I leave it as I found it or find the parts if they are missing?
