Default Farmall AC tug

Here's an agricultural piece of equipment pressed in to service at L'Ancienne Lorient airbase in Quebec City as an Aircraft Tug/Oil bowser during WWII. Looks to be an advanced or navigator training base with all the Ansons in the background.

Any idea what the device slung under the tractor is? My first impression is that it is to bring PTO power to the front of the tractor, but why? Snowblower with the action part removed?

Default snow blower?

Wouldn't the horse power available make that tractor a war horse on a snow blower! Surely there must be a more practical use for the attachment.
