Default ID. needed. What are they?

I was looking for something in the shed and found these items I want to know what they are and where do they fit into the Military scene.

The 5140-99.... stock number is for the pouch itself. The 5821-99-943-1512 is for a "tool kit, electrical equipment". The stock class itself (5821) is for " 5821 - Radio and Television Communication Equipment, Airborne"

Afraid I can't narrow it down any further. The kit is not applicable to North American usage as near as I can see.

Doesn't the "99" indicate U.K.origin?

Out of curiosity I checked Cencat on this item and it is listed as
Maintenance Kit, Electronic Equipment
Misc Comms Equipment
Listed on Cencat in Apr 1991
Primary users are:
Brazil
Singapore
Italy
Denmark

Still learning to use/search on Cencat, so no more info at hand
