provincial jails are getting around a year-old
smoking ban by making "tobacco" from nicotine
chewing pieces and used tea leaves.

'ALL VERY COMMON'

"It's all very common," said Pat Joyce, a spokesman
for the Manitoba Government Employees Union,
which represents more than 900 corrections officers.
"We expected that would be part of the regimen
when the smoking ban was brought in."

Smoking and cigarettes were banned last November
from provincial jails, which include Headingley
Correctional Centre and the Remand Centre in
Winnipeg. The ban does not apply to federal
prisons, such as Stony Mountain Institution.

Speaking on the condition of anonymity, a
corrections worker confirmed some inmates are
making their own smokes.

The creative puffers are taking nicotine chewing
pieces purchased in jail canteens and placing them
in hot water to remove the nicotine. The liquid is
mixed with tea leaves.

Rolling papers are fashioned from pages ripped out
of Bibles.

Lighters are made using two AA batteries, some tin
foil and staples, the source said, noting the recipe
was outlined in a recent e-mail circulated among
staff. Puffers are going virtually undetected by
blowing smoke into vents inside jail cells, he said.

"The boys are fairly creative once they set their
minds to it," said the source. "It's almost phenomenal to see what they've
done."

Paul Peterson, director of operations in the corrections division of
Manitoba Justice, said he hasn't come across any evidence inmates are
making cigarettes but confirmed an alert was sent to staff that this could
be going on.

"I don't know if it's true or not," Peterson said. "It may be one of these
modern urban myths."

Tory justice critic Gerald Hawranik said the NDP government is cracking
down on puffers who light up in restaurants but is letting inmates get away
with smoking indoors.

"The province is coming down harder on restaurants than it is on
prisoners," he said.

Justice Minister Gord Mackintosh said smoking scofflaws will not be
tolerated in jails. "The department has been directed to ensure there are
enforcement mechanisms in place and follow up on any allegations that
are made about breaches," he said.

Peterson said inmates caught with contraband -- including smokes -- can
be given written warnings and lose privileges.

Goes to show you that this anti-smoking Gestapo stuff just doesn't work, anymore than Prohibition in the States worked in the twenties and thirties.

Right now I'm DRINKING my tea and smoking REAL ciggies, so I'm at least two-up on those guys... and next week I'll be able to do that in my own place, not in the damned garage...

Default Carmen's Toronto banning smoking

The article quoted "The Black Dog" pub.Hey I've been there.Just up the road(staggering distance)from my brother in law in Scarborough,Ontario.Funny thing is you can't smoke there anymore,But three of us went in with our dogs on leashes one nite for 3 hours.Can't smoke,but they do serve the dogs' dog biscuits & bowls of water.Try staggering with a dog pulling you.
What a world!!

Oh Keefy ...every once in a while you just really pop off a good one

Garry ... I'm surprized the Allergin Police didn't boot the poor pups because of the air pollution from their dander, hair, or hindside People have died from allergic reactions ... yet people may, or may not get cancer from tobacco smoke. What if breathing that doggy breath in the pub killed someone 25 years down the road cause it took that long to kill them? Then the family would have to sue that pub(and gee, maybe the flea powder/shampoo companies too)

THEY SHOULD ALL BE BANNED FROM PUBLIC MINGLING!

Freedom to choose by the biz owner makes the most sense ... "Who ya gonna cater to? YOU decide."

Customer/Consumer... "Free to choose smoking? or non-smoking? to enter or not. NOT FREE TO DICTATE. NOT YOUR BIZ!"

(It ain't the smoking ... its the violation of peoples right to choose. )

Still snowing hereBeen sshoveling forr two days..By the way, had a look at my new CD from my daughter,"The Battle of Britain".Found my first error.As the Heinkel 111's taxi for takeoff,& as you view them from behind,you can see,inboard from both the port & starboard Iron Crosses on the wings,a very noticible impression of RAF roundals.I like the scene of the invasion barges passing two Luftfaffe pilots waiting to get off their base,led by no other than C-15TA's with khaki canvas tops.
Will be looking for other inconsistensies,besides the obvious US trucks in the scene.

I probably can, Hanno, but it will have to wait until I get moved this Wednesday. Things are a trifle hectic right now, as you can imagine. The movie is available on PAL as well as DVD right now, and it should be cheap... it's certainly "a keeper" regardless of the C15TAs...

Ah, that reminds me; we have just seen the Flying Films/Roundway Studios presentation of "OVERLORD 60", a 48 min documentary that features the Horndean show and the King's Stone dedication previously.

Unhappily it seems Mr. Winningray-Balltonsun's smart salute from Ballard's DTB F15 is likely languishing on the cutting room floor, however, by recompense there is a short interview with "Mr. Ball from Canada".

This material is on a DVD and should be acceptable to all multi-region DVD players. I'm not too well up on DVD formats but they tell me its in PAL as usual and rarely get any whinges from the N. American continent who seem to be stuck with Never Twice Same Colour.

We have copies on order and they seem to work out at some 13 quid + postage.

Yes, Jif be nice to us. No use getting poopy just because we have all the good weather along with most of the CMPs!

You'd be lucky to get access to unused footage - that's usually way too hard for a production house to do.

McStolly, if I recall correctly, they did say they'd make stills available from both the parade and interview. When you have a chance, perhaps you could follow that up? Either that or provide me with an email address I could use to contact them directly...

Indeed so, let me try and follow it up. Probably though I'll get nowhere this year now. Most places are in the December Dead Band from next Wednesday until Jan 4 2005.
