Default Hand Water-pump

This interesting contraption recently saw light of day after spending many years in an Army warehouse. Does anyone have any clues to it's age or uses?

It is a hand pump, broadly the same dimensions as the WW2 Air pump used to inflate tyres. It is constructed of approx 2" brass with cooling fins around the body. I has two screw-threaded connections with a check valve, which I would presume are a suction and pressure side.
