Interesting question. It probably is one of those cases where the grey areas in the regulations give room to manoeuver both in your advantage as well as disadvantage.

As you won't be able to register it for the road, you do not need to import it as a motor vehicle. Try finding out if there is an "agricultural vehicle" category or similar where other rules apply. You could even import it as "mechanical spares"? Or, import via Belgium or any other country in the vicinity where they will let you import scrap metal for nothing.
